There are a few consumer grade camcorders and cameras that can operate in a couple of feet of water. Their video quality is so-so.

The Panasonic SDR-SW20 is rated to 5 feet. Check camcorderinfo dot com for a review. It is probably fine for a backyard pool or shallow pond.

If you need to get deeper, then a camcorder in an underwater housing is a much better option. And anything deeper than about 20 feet or so will probably need an underwater light or two. Expect to spend mre money on the housing that the camcorder. And underwater lights are expensive, too.
